Every year, the Harbour Master in Croatia are organizing skipper exams which include VHF / Radio certificate which is obligated for charter in Croatia.
This skipper certificate is an official driving licence which is issued by the Croatian authority of the Ministry of Sea, Transport and Infrastructure!
